Project Overview
During the My Mainstreet Project, P-3, the Town of Parker's Urban Renewal Authority, partnered with the Parker community to get feedback to help us create a Strategic Framework for future development in Downtown Parker.
Following the conclusion of that project, we moved into the implementation phase. The My Mainstreet Implementation project built on the foundations established during 2018 and worked to inform residents about the next steps each site would go through to help create a Vibrant, Vital, and Resilient downtown.

What physically is a clean and safe environment?A clean and safe downtown is welcoming. The streets and sidewalks are clear of debris, clutter and graffiti. The streetscape is filled with beautiful trees, flower pots, benches, art and nighttime lighting. The streets are lined with businesses, restaurants, gathering places, entertainment and culture. The downtown environment should have low crime and radiate a feeling of safety.
Why is this element important?
One of Parker’s top priorities is making downtown a clean and safe place. The downtown environment should be inviting to everyone who visits; it should add to our hometown character. Business owners, property owners, residents and visitors benefit from a clean and safe downtown because of the positive economic impact, new services and amenities that can be provided as well as health benefits.
What are the current assets?
Parker strives to keep its citizens safe and informed. The crime rate for downtown is very low making it an inviting destination. Programs such as Crime Stoppers and the Citizens Academy help keep residents engaged and informed. In addition, the Parker Police are creating a mobile app to provide subscribers with alerts, tips and even the ability to have a two-way chat. According to Safehome.org, Parker is the 2nd safest town in Colorado with a population of 21,000 or more. Parker works diligently to keep downtown clean. There is an Adopt-a-Street program in place that has an adoption rate of over 50%, which includes all the streets in downtown. Additionally, the Parks and Recreation department has an Adopt-a-Flower-Bed and an Adopt-a-Trail programs with 100% adoption rates.
Where are opportunities for improvement?
The opportunities for improvement reside in activating empty spaces, facilitating development on vacant parcels and improving public spaces. In doing this, we can make downtown more vibrant, vital, and resilient.
How does developing the My Mainstreet parcels improve current conditions?
The development of the My Mainstreet parcels is the catalyst in getting more investment and daily foot traffic into downtown. The investments generated by these sites will provide additional amenities to downtown, both economically, socially, culturally and aesthetically. It will help current and new businesses succeed and will draw in people to work, live and play.

My Mainstreet Properties are Listed For Sale
My Mainstreet Implementation has finished this stageAll the properties are under an Exclusive Negotiation Agreement with Confluence Companies LLC until April 17, 2022, for the development of concept plans for each of the sites.

Public Meeting - September 6, 2022
My Mainstreet Implementation has finished this stageSeptember 6, 2022, Parker Council Meeting. What you need to know:
- The Public Meeting is on the Purchase and Sale Agreement between the Town of Parker and Confluence Companies on the sale of the five My Mainstreet Parcels.
- P3/The Parker Authority for Reinvestment (PAR) will also have a meeting to sell a PAR-owned parcel on September 6, 2022.
- Council will be accepting public comments on the sale agreement.
- Confluence Companies first presented their concept plans for the five parcels at a P3 Board of Directors meeting on April 11, 2022.
- Concept plans include designs that were based on community input from the 2018 My Mainstreet surveys.

My Mainstreet Implementation has finished this stageThe properties listed below are currently under contract, and there is an approved Purchase and Sale Agreement.
Property Under Contract -
The Development Agreement
My Mainstreet Implementation has finished this stageThe Development Agreement for all the properties will generally address and is anticipated to occur on or before November 7, 2022:
- The specific project to be developed on each Parcel, including the parking garage to be constructed east of the PACE Center
- The performance deadlines for obtaining governmental approvals for each Parcel
- The performance deadlines for commencing construction for each Parcel
- The Public Benefits Credit for the Parcels and the corresponding reduction in the purchase price
- The public investment tools that will be used to close the financial gap in order to complete the My Mainstreet project on the PAR Parcel and the Town Parcels.

Properties are Sold and owned by Confluence Companies
My Mainstreet Implementation is currently at this stageThe sale of the properties is anticipated to be on December 14, 2022. The sale and transfer of ownership can not occur until the following approvals have occurred.
- Approved Purchase and Sale Agreement - Public Hearing September 6, 2022
- Approved Development Agreement - anticipated November 7, 2022
There will be no closing until both agreements have been approved by Town Council and The PAR Board.
