You are invited to join us at a virtual online community meeting on Thursday, May 21st for the first of three installments of the Land Development Ordinance (LDO) Modernization project - the public draft of Module 1 - Zoning Districts and Uses.
Community Development Planning staff and consultant Clarion Associates will present a brief presentation of the proposed changes to the Chapter 13 sections mentioned in the previous News Feed below - followed by a Q & A session.

The first of three installments, Module 1 - Zoning Districts and Uses, has been completed and is now available for public review and comment through May 22, 2020. The document can be found in the 'Document Library' on this project page.
The Community Development Department's Planning Division, along with our consultant Clarion Associates, is currently preparing a comprehensive update of the Land Development Ordinance (LDO) for the first time since its adoption in 1981. The LDO, Title 13 of the Parker Municipal Code, governs lands use and development within the Town. Its purpose is to preserve and promote the public health, safety and general welfare of the community. It is one of the most important tools to implement the vision and goals of the Parker 2035 Master Plan - including guiding growth and development in the Town of Parker.
This first installment public draft covers the following sections within the LDO:
- Chapter 13.02: Rules of Construction and Definitions (Partial)
- Chapter 13.04: Zoning Districts
- Chapter 13.05: Use Regulations
- Chapter 13.06: Oil and Gas Regulations
- Chapter 13.07: Marijuana Facilities
Also included in this installment are general formatting changes and minor corrections to style and grammar that allows for easier reading and navigating the Code.
To assist in your review, Clarion has provided a Memorandum to Module 1, also found in the Document Library. This memorandum summarizes the major changes in the public draft as compared to the current LDO. The proposed changes in this draft are based on the previous work in phase 1, including community and stakeholder outreach and meetings - resulting in the LDO Diagnostic Report, Annotated Outline and Project Charter that will inform the project.
Comments can be added to the 'Comments & Ideas' tab, or emailed to the Project Managers.
Next Steps – Comments from the public review period will help to inform the final draft of Module 1. When completed, the Module 1 final draft will be posted on this project website in anticipation of insertion into the final ‘Consolidated Draft’ of the new LDO. The Consolidated Draft will include all three modules and represent the new Land Development Ordinance.

The Town and Clarion Associates have recently completed development of the Project Charter for the Land Development Ordinance (LDO) Modernization project. The Charter generally describes the project and how the Town and Clarion will move forward with updating and modernizing our LDO.
The Project Charter serves as a project reference/executive summary and provides information on the following:
- Project objectives
- Key issues with the LDO
- Zoning approach framework
- Expected outcomes
- Planning process and outreach
Next steps in the LDO project include moving into phase 2, drafting of the new LDO - chapter 13 of the Municipal Code. Drafting the LDO will be completed in three modules starting with module 1, Zoning Districts and Land Uses.

You are invited to join the Town of Parker and consultant Clarion and Associates for Community Open House #2 for the Land Development Ordinance (LDO) Modernization Project - June 12, 2019 from 5:30 to 7:30 p.m. at Town Hall (20120 Mainstreet)!
This open house will consist of a brief presentation at 5:30 p.m. to learn more about the recently completed LDO Diagnostic Report and Annotated Outline - an analysis of the Town's current development code and recommendations for moving forward with the LDO update - followed by a question-and-answer period with an opportunity to provide feedback.

Please join us for a community meeting on Feb. 20 from 5:30 to 7:30 p.m. at The Schoolhouse in downtown Parker (19650 Mainstreet). This meeting will consist of a brief presentation at 5:30 p.m. to learn more about this very significant Town initiative followed by a question-and-answer period with an opportunity to provide initial feedback.
