The Town of Parker's Community Development Department is beginning a three-year project in early 2019 to modernize our community's Land Development Ordinance (LDO), and we need your help!
The current LDO was originally adopted at the time of the Town's incorporation in 1981 from County zoning. Portions of the LDO have stayed unchanged for over 30 years, while others have been revised in response to policy changes over time. These incremental updates and revisions have created gaps, inconsistencies and ambiguity within the regulations – resulting in challenges for the public, the development community and Town staff as the LDO is interpreted and implemented. The Town, along with consultant team Clarion Associates, will modernize the LDO into a user-friendly document.
The updated LDO will facilitate a more transparent, modern and efficient approach to how the Town manages future growth and development by better aligning the LDO with the vision, goals and policies of the Parker 2035 Master Plan and other adopted planning documents. Other benefits of this project include adoption of best practices in zoning and a more efficient, easier-to-use regulation.
Modernizing the LDO is a complex process and requires a thoughtful approach. Because of this, the project will take approximately 36 months and is scheduled for completion by the end on 2021. Thank you for your interest in the Parker LDO Modernization project. This survey provides examples of development standards that the LDO regulates. The LDO Modernization project will address other regulations -- such as zoning districts and uses ("what goes where") and procedures (e.g., how applications are decided) -- during the two-year process.

Help Modernize Parker's Land Development Ordinance has finished this stage
Phase
1 of the project includes an analysis of the current LDO in order to establish
a clear path forward for priority amendments.
The analysis will also include an
annotated outline showing how a revised LDO could be organized, and what
content would be included in the new organizational framework.
Following the
analysis, the project team will develop a Project Charter that will summarize the process and steps of the LDO Modernization before starting Phase 2 of the project - the actual drafting of the updated zoning, subdivision and land use regulations.

Phase 2 includes the actual drafting of
updates to the LDO. Phase 2 will occur
in three “modules” of drafting related to three major components of land
regulations:
Zoning Districts and Land Uses
Development Standards
Administration and Procedures
Phase 2 also includes the
public review of the draft LDO and adoption process, including public hearings, for the new LDO.
