Final Plan Adoption - Oct. 5, 2020
Town Council adopted the Chambers and Hess Roads Subarea Plan as an element of the Parker 2035 Master Plan on Oct. 5, 2020. The final Plan was completed in July 2020 and included two conceptual land use options for a neighborhood-focused mixed-use Community Center. Serving as a framework for future commercial development in the southwest portion of the Town of Parker, the Plan balances land use, transportation and market realities for appropriately scaled amenities at this important Community Center location. The public review period will be open through Aug. 31. Public hearings for this project will be held for the Parker Planning Commission on Sept. 24 and Town Council on Oct. 5.

Community Open House - Wednesday, Aug. 19, 2020
The Town of Parker’s Community Development Department hosted a virtual Community Open House for this project on Aug. 19. A presentation providing an overview of the newly completed draft plan is available to view online, and Town staff was also available to hear residents' feedback and answer questions.

Project Details
The Chambers and Hess Subarea Plan project will assess economic and transportation influences on future commercial development that is currently allowed by zoning at the intersection of Hess Road and Chambers Road. The subarea plan concentrates planning efforts on the commercial and mixed-use zoned portions of the Anthology North Planned Development zoning located south of the intersection of Chambers and Hess Roads, as well as the commercially zoned property located at the northeast corner that is within the Douglas 234 Planned Development zoning, which is a part of the Horse Creek neighborhood.

The planning approach for the project is to develop a context-sensitive plan that balances land use, transportation, and market realities to appropriately scaled amenities such as a shopping center with a small grocery anchor and other goods and services at the community-wide and neighborhood level.

    A public review draft of the Chambers and Hess Roads Subarea Plan is now available for review! You may download a copy of the document and submit comments on the draft to cfreeland@parkeronline.org, or share your comments right here on Let's Talk Parker by using the Ideas tool listed below. The public review period will be open through Aug. 31.

    The goals of the Plan are to provide a land use framework for commercial development in this area of Parker which has been identified as a Community Center character area in the Parker 2035 Master Plan. This Plan will be adopted by Town Council as an element of the Parker 2035 Master Plan.

    Location of Subarea

    The Plan’s study area is located at the intersection where Chambers Road and Hess Road meet. The study area consists of the Douglas 234 Planned Development 14-acre commercial site located at the northeast corner of the intersection; and the Anthology North Planned Development commercial and mixed-use planning areas located directly south of Hess Road.

    Components of the Subarea Plan

    The Plan is composed of four main chapters:

    1. Project Background and Planning Context
    2. Existing Conditions
    3. Land Use Analysis
    4. Recommendations

    Planning Process

    The Planning Process included six main phases to guide the development of the Plan:

    1. Data collection and research of existing conditions of the study area
    2. Analysis of economic conditions
    3. Abbreviated traffic and access evaluation
    4. Assessment of site conditions and constraints
    5. High-level analysis of land use; and
    6. Community outreach

    Community Outreach Activities

    Public engagement was targeted to gain input and insights of local Parker residents on potential commercial development in the subarea. Public engagement activities included:

    • Let’s Talk Parker project page, reaching over 1,000 local residents
    • Online Community Survey
    • Community Open House
    • Stakeholder Interviews
    • Planning Commission and Town Council Study Sessions held in the fall of 2019, and the spring of 2020 for input and direction from the Town’s Elected and Appointed Officials.

    Next Steps

    • An Virtual Community Open House will be held on Aug. 19 from 6 to 7 p.m. to provide residents more information about the draft plan. This virtual meeting will be held via Zoom and will allow residents to ask questions to Town of Parker staff.     • Upcoming public hearings with Planning Commission and Town Council will be scheduled in early fall 2020.
    • Once the Chambers and Hess Roads Subarea Plan is adopted, it will become an element of the Parker 2035 Master Plan.

    Join staff from the Town of Parker's Community Development Department for the first community open house for the Chamber and Hess Subarea Plan Project. This open house will be held on Wednesday, Oct. 9 from 5 to 7 p.m. at the PACE Center.

    Staff will be on hand to answer questions and provide more information about this project, which was launched this past summer. Among the information that will be available will be results from the first Community Survey that focused on gaining public feedback on future commercial amenities desired for this important area.

  • New Communities on the Horizon!

    The Anthology North and Looking Glass (more commonly known as Hess Ranch) planned residential communities are the largest remaining development on the horizon in the Town. Over the past twenty years, the Town of Parker worked with the property owners to annex and zone over 2,000 acres of undeveloped land for residential, mixed use, and commercial land uses. Now, the owners have expressed an interest in moving forward with a portion of the approximately 6,400 residential units that will include a variety of desirable housing types, as well as mixed-use and commercial developments. Residential development is projected to start construction within a five to ten-year timeframe.

    The zoning of these two properties aligns with the Parker 2035 Master Plan, which is the Town’s policy document that guides growth and development within its municipal boundaries.
