Public Draft Review Available (July 20, 2020)

A public review draft of the Chambers and Hess Roads Subarea Plan is now available for review! You may download a copy of the document and submit comments on the draft to cfreeland@parkeronline.org, or share your comments right here on Let's Talk Parker by using the Ideas tool listed below. The public review period will be open through Aug. 31.

The goals of the Plan are to provide a land use framework for commercial development in this area of Parker which has been identified as a Community Center character area in the Parker 2035 Master Plan. This Plan will be adopted by Town Council as an element of the Parker 2035 Master Plan.

Location of Subarea

The Plan’s study area is located at the intersection where Chambers Road and Hess Road meet. The study area consists of the Douglas 234 Planned Development 14-acre commercial site located at the northeast corner of the intersection; and the Anthology North Planned Development commercial and mixed-use planning areas located directly south of Hess Road.

Components of the Subarea Plan

The Plan is composed of four main chapters:

  1. Project Background and Planning Context
  2. Existing Conditions
  3. Land Use Analysis
  4. Recommendations

Planning Process

The Planning Process included six main phases to guide the development of the Plan:

  1. Data collection and research of existing conditions of the study area
  2. Analysis of economic conditions
  3. Abbreviated traffic and access evaluation
  4. Assessment of site conditions and constraints
  5. High-level analysis of land use; and
  6. Community outreach

Community Outreach Activities

Public engagement was targeted to gain input and insights of local Parker residents on potential commercial development in the subarea. Public engagement activities included:

  • Let’s Talk Parker project page, reaching over 1,000 local residents
  • Online Community Survey
  • Community Open House
  • Stakeholder Interviews
  • Planning Commission and Town Council Study Sessions held in the fall of 2019, and the spring of 2020 for input and direction from the Town’s Elected and Appointed Officials.

Next Steps

  • An Virtual Community Open House will be held on Aug. 19 from 6 to 7 p.m. to provide residents more information about the draft plan. This virtual meeting will be held via Zoom and will allow residents to ask questions to Town of Parker staff.   • Upcoming public hearings with Planning Commission and Town Council will be scheduled in early fall 2020.
  • Once the Chambers and Hess Roads Subarea Plan is adopted, it will become an element of the Parker 2035 Master Plan.
